Richland County Resident Arrested After Two CyberTips

WHO Involved: Kaelin Malik Lemay, 24, of Lone Rock, WI

WHERE Incident Happened: 36007 South Chestnut Street, Lone Rock, WI 53556

What happened: Sheriff Clay Porter reports that the Richland County Sheriff’s Office was assigned two CyberTips as an affiliated member of the Wisconsin Internet Crimes Against Children (ICAC) Taskforce. On January 28th, 2026, the Richland County Sheriff’s Office completed a search warrant at a residence as a result of this investigation. Deputies took into custody Kaelin M. Lemay, 24 years old from Lone Rock for one count of Exposing a Child to Harmful Material. The Richland County Sheriff’s Office was assisted in this investigation by Wisconsin ICAC Taskforce, Wisconsin Department of Criminal Investigation (DCI)-Digital Evidence Unit (DEU), Richland Center Police Department, and Crawford County Sheriff’s Office.

Home Explosion in Rural Richland County

What happened:

**Update**

The Richland County Sheriff’s Office has completed its investigation into the residential explosion that occurred at a home in Richland County. Following an investigation conducted in coordination with fire officials, investigators have found no evidence of foul play associated with the incident. Based on the findings, the explosion is believed to have been caused by a gas leak within the residence. The Sheriff’s Office would like to thank the responding emergency personnel for their assistance throughout the investigation.

Our thoughts remain with the individuals and families affected by this incident. Safety remains a top priority, and residents are reminded to ensure gas lines and appliances are properly maintained and to report any suspected gas leaks immediately to the appropriate authorities.

No further information will be released at this time

On 01/24/26, at approximately 8:26pm, Richland County Dispatch began receiving reports of a loud explosion near the Village of Gotham in rural Richland County. Deputies responded to the area and were updated with information that a homeowner on Needle Lane believed their neighbor’s house was severely damaged from an unknown blast. Deputies arrived on scene and discovered a residence on Needle Lane that was completely destroyed from an apparent explosion. Two individuals, Richard and Mary Oman were inside the home during the explosion and were located nearby attempting to stay warm inside a vehicle. Lone Rock Fire, Lone Rock EMS, and Richland EMS all responded to the scene to assist. The individuals were assessed on scene and transported to the Richland Hospital for significant burns and injuries. They were later taken to UW-Madison Hospital via Med Flight, utilizing Richland Fire to create a landing zone at the Richland Hospital.

Statements were quickly gathered from Richard and Mary Oman prior to being transported to the hospital. Mary stated that they believed they smelled “gas” around 5:00pm within the house, but didn’t look into it any further. Richard stated that after the explosion occurred, he located Mary who was trapped underneath debris and was able to free her. Richard and Mary went to a nearby vehicle to stay warm until they were located.

At this time, it is believed that no foul play contributed to the explosion, but the investigation is ongoing.

Two Vehicle Crash on HWY N

WHO Involved: John Farrell, 62, of Richland Center, WI
Cayden Koehn, 19, of Mount Hope, WI

WHERE Incident Happened: County Highway N just East of Richland Center

What happened: On January 16th, 2026 at approximately 5:47pm, Richland County Dispatch received a call regarding a car crash with possible injury near the address of 25272 County Highway N. Richland County Deputies, Richland Fire, Richland EMS, Richland Center Police Department, and State Patrol responded to this crash. An investigation of this crash was conducted by Richland County Deputies along with Wisconsin State Patrol. The result of this investigation led law enforcement to believe that the crash involved 2 drivers by the names of John Farrell and Cayden Koehn who were both the sole occupants of their vehicles. Verbal statements and physical evidence on the scene indicated that Cayden Koehn was operating a sedan down a steep, ice covered hill on Highway N while John Farrell was operating a Richland County plow truck up the same hill. Cayden Koehn’s vehicle appeared to have lost control while traveling down the hill and struck the plow head on. This crash resulted in Cayden Kohen sustaining serious injuries and John Farrell was not injured. Richland Fire and Richland EMS worked diligently to remove Cayden Koehn from his vehicle and took live saving measures before transporting him to the Richland Center Hospital. The use of alcohol or drugs are not suspected at this time, however John Farrell did agree to take multiple drug and alcohol screenings which were conducted shortly after the crash. State Patrol did conduct a crash reconstruction of the scene along with an inspection of the Richland County truck. Cayden Koehn was transported to UW Madison to be treated for his injuries.

Charges: After an investigation was conducted, no arrests were made and no charges will be filed at this time.

Fatal Traffic Accident

WHO Involved: Thomas J Nachtigal, 18, of Richland Center, WI
Richard A Schulze, 54, Richland Center WI

WHERE Incident Happened: US Hwy 80 and Industrial Dr

What happened: On 01/16/26, at approximately 4:40pm, law enforcement was dispatched to a report of a two-vehicle accident with injuries near US Highway 80 and Industrial Drive. While en route, Richland County Dispatch advised that CPR was in progress. Life-saving measures were continued until Richland EMS arrived and assumed care. Richland EMS transported an adult male to Richland Hospital, where he was later pronounced deceased. The individual was identified as Richard A. Schulze. Preliminary investigation indicated that Schulze was traveling northbound on US Highway 80 when he lost control of his vehicle due to snow-covered road conditions, causing the vehicle to spin into oncoming traffic. Schulze’s vehicle was struck on the driver’s side by another vehicle operated by Thomas Nachtigal. Nachtigal and his juvenile passenger were evaluated by EMS. The remaining parties involved were treated by EMS and transported to Richland Hospital by a third party. All parties involved were fully cooperative. US Hwy 80 was closed for approximately 3.5 hours, while Wisconsin State Patrol Reconstruction Team came in to investigate. Vehicles were removed by Wegner’s Auto Service. The crash remains under investigation.

Traffic Crash With Injuries

TIME of Incident: 10:30AM

WHO Involved: Kathleen Banker, 55, of Hillsboro, WI

WHERE Incident Happened: State Hwy 80//CTH A, Richland Center

What happened: Sheriff Porter reports that on 11/18/2025 at 10:30am, a vehicle that was operated by Kathleen Banker was traveling northbound on state HWY 80 approaching county HWY A. That vehicle began to cross the center line and move into oncoming traffic. This forced another driver who was traveling southbound on state HWY 80 to exit the roadway and drive into a cut cornfield to avoid a head on crash. The vehicle Kathleen was operating continued into the west ditch and crashed into horse creek. The vehicle was submerged in approximately 3 feet of water. First responders assisted in removing the driver from the vehicle and observed that she had sustained minor injuries. Banker was transported from the scene by Richland County EMS. Banker was cited for failure to keep control of her vehicle. The vehicle was removed from the creek by Wegner auto service.

Traffic Crash Results in Temporary Road Closure

WHERE Incident Happened: Buena Vista Township, Richland County WI

What happened: Sheriff Clay Porter reports that on 10/24/2025 at approximately 1:30pm, first responders were dispatched to a two vehicle crash with injuries on us HWY 14 near Premier Coop. The initial investigation showed that a straight truck crashed into the rear of a semi that was hauling corn. US HWY 14 was completely blocked and both drivers sustained injuries.  One driver was trapped in the vehicle and needed to be extricated by Richland Center Fire. After approximately 3 hours, the roadway was back open. One driver was transported to the hospital by ambulance and the other by UW Medflight. At this time, the identities of the drivers are being with-held pending further investigation of the crash.

Richland County Death Results in Criminal Charges

WHO Involved: Judd Allen Frazier, 56, of Muscoda, WI

WHERE Incident Happened: 19769 Peaceful Valley Lane, Muscoda, WI 53573

What happened: Sheriff Clay Porter reports that a criminal complaint has been issued against Judd Allen Frazier, 56, for the criminal charges of Felony Murder and Felon in Possession of a Firearm, as a result of an ongoing death investigation of an adult male from rural Richland County.

On September 29, 2025, deputies with the Richland County Sheriff’s Office responded to a medical call in rural Richland County and located an adult male who was deceased at the scene. An investigation was immediately started into the circumstances surrounding the death.

Through the course of the investigation, deputies learned of a physical altercation that occurred on September 26, 2025, involving the deceased victim. Information gathered from the scene and subsequent investigative efforts led to the criminal charges. Judd Frazier was taken into custody for a Wisconsin Department of Corrections warrant by the Boscobel Police Department on October 1st, 2025, and continues to be confined at the Richland County Sheriff’s Office jail.

“Our thoughts are with the victim and his family during this difficult time,” said Sheriff Porter. “We remain committed to thoroughly investigating this matter and ensuring that justice is pursued.”

The Richland County Sheriff’s Office was assisted with the investigation by the following agencies: Muscoda EMS, Richland County Special Response Team, Richland Center Police Department, Richland County Coroner’s Office, Richland Center Fire Department, Richland County District Attorney’s Office, Boscobel Police Department and Dane County Medical Examiner’s Office.

Richland County Resident Arrested for Possession of Child Pornography

WHERE Incident Happened: 25399 Jefferson Street, Boaz, WI 53581

What happened: Sheriff Clay Porter reports that the Richland County Sheriff’s Office was assigned three CyberTips as an affiliated member of the Wisconsin Internet Crimes Against Children (ICAC) Taskforce for reported possession of child pornography.

On September 15th, 2025, Richland County Sheriff’s Office executed a search warrant as a result of the investigation at a residence within the Village of Boaz. Deputies took into custody, Don L. McCormick, 38 years old from Boaz, for one count of Possession of Child Pornography.

The Richland County Sheriff’s Office was assisted in this investigation by Wisconsin ICAC Taskforce, Wisconsin Department of Criminal Investigation (DCI)-Digital Evidence Unit (DEU), Richland Center Police Department, Richland County District Attorney and Richland EMS.

Motorcyclist Found Unresponsive

WHO Involved: Paul E. Remer, 41, of Richland Center, WI

WHERE Incident Happened: US HWY 14 and Eden Valley Ln

What happened: On 8/31/25, Richland County Deputies responded to US HWY 14 and Eden Valley Ln for several reports of a disabled motorist. Once deputies arrived on scene there was a male party who was identified as Paul E Remer laying in the middle of US HWY 14 unconscious and his motorcycle was laying in the ditch. Deputies provided life saving measures until Richland EMS arrived on scene. Richland EMS transported Remer to the Richland Hospital. Remer was then transported via med-flight to UW Health in Madison where he remains in critical condition. Wegner Auto Service removed the motorcycle. The investigation still ongoing.

2 Dead After UTV is Struck by a Truck

James Koelker, 80, of Cuba City, WI
Sandra Koelker, 79, of Cuba City, WI

WHERE Incident Happened: County Highway CC at Hanko Drive

What happened: On 8-28-25, Richland County Dispatch received a 911 call for a truck vs. UTV crash on County Highway CC at Hanko Drive. Richland County Sheriff’s Deputies began responding to the incident and requested UW Medflight be paged as information gathered at the time stated an occupant of the UTV was unresponsive. Richland County Dispatch paged Cazenovia Fire and EMS to the scene. Upon arrival it was found that a pickup truck driven by Kerry McBain and a juvenile passenger was west bound on County Highway CC. A Polaris General UTV operated by James Koelker and passenger Sandra Koelker was south bound on Hanko drive. Witnesses to the crash stated that James stopped at the stop sign before continuing south crossing over County Highway CC, not yielding right-of-way to the oncoming truck. While crossing County Highway CC the truck operated by McBain struck the UTV causing it to roll down the roadway. James and Sandra where found unresponsive in the UTV. After being extricated from the UTV, life saving measures were attempted. Cazenovia EMS was assisted by Reedsburg Paramedics and UW Medflight. James and Sandra where pronounced deceased at the scene. Wisconsin DNR and the Sauk County Sheriff’s Office Reconstruction Team were requested to assist in the investigation. The crash is still under investigation at this time.
