Sextonville Man Arrested for Child Pornography

TIME of Incident: 8:30 AM

WHO Involved: Jarrett P. Fillyaw, 38, of Sextonville, WI

WHERE Incident Happened: County Highway B, Village of Sextonville

What happened: Sheriff Clay Porter reports that on 03/15/2023, the Richland County Special Response Team executed a search warrant at an address on County Hwy B in the Village of Sextonville. The Richland County Sheriff’s Office received a cybertip from the Wisconsin Division of Criminal Investigation (DCI) Internet Crimes Against Children (ICAC) Task Force regarding sexually explicit images of children that were downloaded at the above address. During the search warrant, Jarrett P. Fillyaw was detained and numerous electronic devices were seized. Digital Forensic Analysts with DCI were on scene and previewed the devices, locating numerous videos and images that are suspected to be illegal. Fillyaw was arrested and taken to jail on 59 counts of Possession of Child Pornography and 1 count of Felony Bail Jumping. All charges will be forwarded to the Richland County District Attorney’s Office for prosecution.

Sheriff Clay Porter would like to credit the success of this initial investigation to multiple agencies working together to combat the exploitation of children.

One Person Arrested After Report of Criminal Trespass and Discharge of a Firearm

Richland County Sheriff Clay Porter reports that on 7/8/2022 at 12:34am the Sheriff’s Department received a 911 call of a male party who had gained access to his ex-girlfriend’s house on Catherine St in Orion Township. The caller stated he was acting crazy and shot at a vehicle that had pulled into the driveway. The caller was able to lock him out when he shot at the vehicle but the male party identified as Jonathon Scott was able to force entry back into the residence.

Richland County Deputies arrived on scene and were assisted by the Grant County Sheriff’s Department and the Muscoda Police Department. Contact was attempted over the squad public announcement (PA) system and the female victim was able to safely exit the residence. The male party refused to exit the residence when deputies requested. Richland County Special Response Team was activated and responded to the scene. After over two hours of attempts to negotiate and request Scott to exit the residence, gas munitions were deployed into the residence. Shortly thereafter, Scott started appearing in windows and then exited the door unarmed and was safely taken into custody.

Jonathan Scott was transported to the Richland County Jail and booked on charges of criminal trespass into a dwelling, domestic disorderly conduct, second degree recklessly endangering safety and possession of a firearm while intoxicated.

Sheriff Porter credits the quick thinking and actions of the first responding law enforcement personnel to the safe removal of the victim from the scene. Additionally, the specialized training and tools utilized by the Special Response Team resulted in a peaceful resolution to a dangerous situation.

Richland Center Man and Woman Arrested on various Drug Related Charges

Chief Billy Jones of the Richland Center Police Department reports that an investigation conducted by the Richland Center Police Department has culminated in the arrest of a Richland Center man and woman for various drug related charges.

Chief Jones stated that on 3-29-2020, Officers from the Richland Center Police Department, with the assistance of the Richland-Iowa-Grant Drug Task Force and the Richland County Special Response Team, executed a Search Warrant at an apartment in the City of Richland Center. During the search of the apartment, heroin, Suboxone, various items of drug paraphernalia, and a small amount of methamphetamine were located. As a result of the subsequent investigation the following people were taken into custody:

Harry J. Hale, 26, and Rebecca L. Dailey, 25, were arrested on the tentative charges of Possession of Methamphetamine, Possession of Narcotic Drugs, Possession of a Controlled Substance, and Possession of Drug Paraphernalia. The case has been forwarded to the Richland County District Attorney’s Office for prosecution.

The Richland-Iowa-Grant Drug Task Force is a Tri-County combined investigative unit. Locally, members from the Richland Center Police Department and the Richland County Sheriff’s Department are assigned to the Drug Task Force to investigate and combat area drug trafficking and abuse.

Chief Jones stated that highly addictive substances, such as Heroin and Methamphetamine, continues to be a focus of the Drug Task Force as it has continued to be an increasing problem in the area, which has seen an increase in narcotic overdoses, some even resulting in death. Chief Jones added that narcotic and methamphetamine distribution and/or usage has also been shown to be a major contributing factor to numerous other crimes against persons and property.

In addition to the Drug Task Force and Special Response Team, the Richland Center Police Department was assisted in this investigation by the Richland County Sherriff’s Department, Richland County EMS, and the Richland County District Attorney’s Office.

Search Warrant Results in Drug Charges & Arrests

On November 12th, 2019, the Richland-Iowa-Grant Drug Task Force & Richland County Special Response Team (SRT) executed a search warrant in the Village of Gotham at 28875 McNurlin St. The search warrant is a result of an ongoing investigation by the Richland-Iowa-Grant Drug Task force, spanning almost two months. A male and female were located inside the residence during the search and taken into custody for numerous drug related charges. A subsequent search of the location lead to the discovery of methamphetamine, marijuana, U.S. Currency, and numerous items of drug paraphernalia- including smoking devices, plastic baggies, syringes, a digital scale, cotton filters, and Naloxone. This search warrant marks the second time in six months that this particular address has been searched on the suspicion of a drug trafficking place. The case is ongoing and charges are being forwarded to the Richland County District Attorney.

Search Warrant Leads to Drugs, Paraphernalia, and Money Seized

On 05-21-2019, the Richland-Iowa-Grant Drug Task Force along with the Richland County Special Response Team executed a drug related search warrant at the address of 28875 McNurlin Street in the Village of Gotham. A search of the residence was conducted and officers located methamphetamine, marijuana, and U.S. currency. Also located were numerous items of drug paraphernalia to include: used syringes, glass smoking devices, a digital scale, a drug ledger/log, and plastic baggies with residue. The suspect, William C. Giddings was arrested and transported to the Richland County Jail on numerous drug related offenses. The public is encouraged to report any suspicious/drug activity to Richland County Crime Stoppers at 647-Clue(2583).

Other agencies involved were the Richland Center Police Department and Lone Rock EMS.

As a result of the investigation Giddings was placed under arrest for the following tentative charges:

Warrant leads to Arrest and Drug Seizure

According to Chief Deputy Chad Kanable, On 10-27-2017 at 07:15 am, members of the Richland County Special Response Team, composed of officers from the Richland County Sheriff’s Dept and the Richland Center Police Dept, along with members of the Richland-Iowa-Grant Drug Task Force executed a search warrant on County Hwy C in Henrietta Township. The investigation showed evidence of a marijuana grow on the property, presence of psychedelic mushrooms and prescription medications. As a result, Joshua Clark of Henrietta township was taken into custody on charges including possession of THC with intent to deliver, possession of drug paraphernalia, maintaining a drug house, and possession of a hallucinogenic substance. Further charges are pending with the District Attorney’s Office.

Joseph Jakubowski Captured in Richland County

Richland County authorities in conjunction with the FBI have confirmed a male subject identified as Joseph Jakubowski is in custody. Law Enforcement Agencies were notified at approximately 8:30 PM on 4/13/2017 and a perimeter was established. Other agencies arrived and Jakubowski was taken in to custody at 6:04 AM.

Joseph Jakubowski was a subject of a nationwide man hunt by the FBI, ATF and Rock County Sheriff’s Department since he was identified in the robbery of a gun dealer in Janesville, Wisconsin last week.

Jakubowski was at a property on County Hwy U south of the village of Viola, and was discovered last evening by the land owner. The land owner called the Vernon County Sheriff’s Department to report the male subject on his property.  [Read more…]
