Cement Truck Rollover

TIME of Incident: 9:00 AM

WHO Involved: Shawn A. Mohn, 60, of Richland Center, WI

WHERE Incident Happened: State HWY 80 & Candlewood Ln

What happened: On 07/17/24 at approximately 9:00am, Richland County Dispatch received several calls regarding a cement truck that had overturned on State Hwy 80 near Candlewood Ln. Emergency personnel responded and located the truck blocking both lanes of traffic and quickly shutdown Hwy 80. The operator, Shawn Mohn of Muscoda who had perviously lost consciousness, was located inside the vehicle, but was not trapped. Medical aid was provided and UW Medflight was requested for Mohn’s injuries.

An investigation of the crash scene determined that Mohn was operating the cement truck southbound on State Hwy 80 when the truck lost control, struck several guardrails , and overturned coming to rest on it’s side at Candlewood Ln. The truck was removed by Wegner Towing.

The cause of this crash is unknown at this time and the investigation is ongoing.

Sheriff’s Office Investigating Juveniles Involved in Burglaries, Stolen Vehicle

WHERE Incident Happened: Viola

What happened: **Update: “The juvenile has been taken into custody in the city of La Crosse and will be referred to juvenile authorities.”**

The Richland County Sheriff’s Office responded to reports of a series of burglaries in Viola late last night/early this morning. Three juveniles, whose identities are being withheld due to their age, are believed to have stolen a vehicle in the City of LaCrosse and subsequently broke into multiple cars, stealing various items from local Viola residents. The incident began when the juveniles stole a vehicle and drove to Viola, where they committed several vehicle-related burglaries. Law enforcement officers quickly located the stolen vehicle and attempted to conduct a traffic stop. The suspect vehicle eluded law enforcement through the Village of Viola and ultimately Westbound on State Hwy 56 into Vernon County, during which the stolen vehicle left the roadway and became disabled. After the vehicle became disabled, the occupant/driver of the stolen vehicle fled on foot. Two of the juveniles involved in these burglaries were located and apprehended in the Village of Viola and were not occupants in the fleeing vehicle. One individual remains at large at the time of this release. The Sheriff’s Office along with several local agencies have mobilized additional resources to locate and apprehend the remaining suspect.

Sheriff Clay Porter states “We are actively investigating this incident and working to ensure the safety and security of our community.” “We urge anyone with information regarding the whereabouts of the remaining suspect to come forward and assist us in bringing this case to a swift resolution.” Sheriff Porter also encourages the residents of Viola to check their property, specifically vehicles to see if they have been damaged or broken into and report any information to the Sheriff’s office. Further updates will be provided as the investigation progresses.

Jail Visitor Arrested On Felony Drug Charges

TIME of Incident: 7:30 PM

WHO Involved: Anna Frazier, 30, of Boscobel, WI

WHERE Incident Happened: Richland County Courthouse

What happened: Sheriff Clay Porter reports that on 6/26/2024, at approximately 7:30pm, a Sergeant of the Richland County Sheriff’s Office deployed K9 Aron to perform exterior vehicle sniffs of several vehicles parked in the Richland County Courthouse Parking Lot. While doing so, K9 Aron alerted to the presence of illegal narcotics emitting from one of the vehicles. It was identified that the vehicle belonged to Anna Frazier of Boscobel, who happened to be visiting an inmate at the Richland County Jail. A subsequent search of the vehicle was conducted and the authorities located 7.6g Methamphetamine and various items of drug paraphernalia. Frazier was placed under arrest and escorted into the jail.

One Injured in Motorcycle Crash

TIME of Incident: 7:18 PM

WHO Involved: Benjamin Peterson, 29, of Mazomanie, WI

WHERE Incident Happened: State Highway 60 at County Highway TB

What happened: On 5-17-24 at approximately 7:18pm, a traffic stop was attempted by the Richland County Sheriff’s Office on a motorcycle being operated on State Hwy 60. The driver, later identified as 29 year old Benjamin Peterson, began fleeing the deputy while heading eastbound at a high rate of speed. Deputies decided to terminate the pursuit in the interest of public safety, near Schmidt Ln. after Peterson passed a car in a no passing zone towards on coming traffic. After deputies deactivated their emergency lights and siren, they checked the area and were unable to locate Peterson or his motorcycle. A short time later, Richland County Dispatch received a 911 call about a possible motorcycle crash on STH 60, near CTH TB. Deputies arrived on scene and provided medical care with the assist of bystanders until EMS arrived. Lone Rock EMS began medical care and transported Peterson to Gotham where UW Medflight was waiting. Peterson was identified as the suspect involved in the pursuit and was showing signs of impairment during his contact with law enforcement. The motorcycle was later located several hundred feet in the woods , not visible from the road. The Richland County Sheriff’s Office was assisted on the scene by Lone Rock Fire, Muscoda Fire, UW Medflight, and the Richland Center Police Department. The UW Police Department assisted deputies with the OWI investigation.

Two Vehicle Crash With Injuries

WHERE Incident Happened: County Highway Q at Jackson Drive

What happened: Sheriff Clay Porter reports on 05/10/2024 at approximately 5:12am, The Richland County Sheriff’s Office received a report of a 2 vehicle crash at the intersection of County Highway Q and Jackson Drive, near the Town of Boaz. The Richland County Sheriff’s Office, as well as Richland EMS and the Richland Center Fire Department responded to the scene. Upon arrival, medical care was provided for the injured parties and an investigation into the crash was conducted. Based on observations of the scene and statements from those involved, it is believed that the driver- Emily Burghagen and passenger- Malaki Herbeck were traveling southbound on Jackson Drive when they failed to stop at the stop sign at the intersection of County Highway Q. At the same time, Kadin Dilly was traveling westbound on County Highway Q. Burghagen’s failure to stop at the stop sign resulted in her vehicle pulling out to travel Eastbound on County Highway Q in front of Dilly’s vehicle. This caused the front of Dilley’s vehicle to strike Burghagen’s vehicle in the driver’s door area. The crash resulted in what is believed to be non-life threatening injuries to Burghagen and Herbeck. Both parties were transported by Richland EMS to the Richland Hospital. Burghagen admitted to consuming alcohol the night prior/early morning hours of 5/10/24. The alcohol consumption is believed to have been a factor in the crash. The Richland County Sheriff’s Office was assisted on scene by Richland EMS, Richland Center Fire Department and Wegner’s Auto. This incident is still under investigation.

Three Vehicle Crash with Injuries

WHERE Incident Happened: US Highway 14 at Peebles Drive, Richland Center

What happened: Sheriff Clay Porter reports on 3/21/2024 at approximately 1:51 PM, a SUV Driven by H. Schroeder exited Peebles Dr attempting to turn Eastbound on US HWY 14, Schroeder looked but did not observe the passenger truck and trailer traveling Westbound on US HWY 14. Westbound passenger truck, driven by D. Carpenter (also containing multiple passengers to include L. Wruck, D. Wruck, and a juvenile female) was unable to avoid collision with Schroeder’s SUV. This collision caused Carpenter’s truck to cross over into Eastbound oncoming traffic, causing another collision between Carpenter’s truck and another passenger truck, driven by J. Simmons. Both trucks came to a rest, disabled in the Eastbound shoulder/ditch near 1011 US HWY 14. Schroeder’s SUV remained disabled in the median area of US HWY 14 at Peebles Dr. Four parties involved in the crash were transported to the Richland Hospital for apparent non-life threatening injuries. Richland County Sheriff’s Ofiice was assisted on scene by the Richland Center Police Department, Richland Center Fire Department, and Multiple units from Richland EMS. Wegner’s Auto also assisted in the removal of all involved vehicles.

Bicyclist Struck & Killed By Vehicle

WHO Involved: Roderic Pulvermacher, 64, of Hill Point, WI
Harvey Bastian, 71, of Muscoda, WI

WHERE Incident Happened: County Highway O, just south of the intersection of Cardinal Crest Rd

What happened: Sheriff Clay Porter reports on 12/14/2023 at approximately 3:24 P.M. vehicle driven by Pulvermacher was traveling south on CTH O following farm equipment also traveling south on CTH O. Pulvermacher advised deputies that while traveling south on CTH O he was unable to see due to the sun in his eyes and struck Bastian, who was also traveling south on CTH O on a E-bike. Upon deputy’s arrival on scene they located Bastian in the north ditch line and started life saving measures. Vehicle and E-bike remained in the south lane of traffic. Bastian was transported by Richland EMS to the Richland Hospital and was later pronounced deceased. Vehicle operator had no injuries from the crash and did voluntarily submit to a blood draw. At this time there is no evidence of impairment by the operator of the vehicle. The crash is still under investigation by Wisconsin State Patrol and the Richland County Sheriff’s Office.

Traffic Stop Leads to Three Drug Arrests

WHO Involved: Devante White, 31, of Milwaukee, WI
Latrice Frazier, 21, of Milwaukee, WI
Cindy Elmore, 30, of Milwaukee, WI

WHERE Incident Happened: City of Richland Center

What happened: Sheriff Clay Porter reports that on 10/13/2023 just before 5 am, a Sgt. of the Richland County Sheriff’s Office conducted a traffic stop for not stopping at a stop sign in downtown Richland Center. During that traffic stop, K9 Aron was deployed for an exterior vehicle sniff and alerted to the trunk of the vehicle. All three occupants were detained and the vehicle was searched. During a search of the vehicle, officers located 13.7 grams of Fentanyl, 23.4 grams of Marijuana, a loaded 9mm handgun, and several items of drug paraphernalia. All three occupants were arrested and transported to the Richland County Jail.

Bids must be received by Thursday, November 2nd, 2023 at 4:00p.m.

Rollover Crash leads to OWI Arrest

TIME of Incident: 5:13 PM

WHO Involved: Kenneth Mickelson, 17, of Viola WI

WHERE Incident Happened: State Highway 56 and County Highway MM

What happened: Sheriff Porter reports that on 10/01/2023 at approximately 5:15pm, Deputies responded to the report of a one vehicle rollover on State Hwy 56 near the intersection of County Hwy MM with unknown injuries. Once on scene, deputies located the driver who showed signs of being under the influence of alcohol. After Standardized Field Sobriety Testing and a Preliminary Breath Test result of .29, Deputies placed the driver Kenneth Mickelson under arrest for Operating While Under the Influence (1st Offense). Sheriff Porter would like to thank Viola Fire and EMS for their assistance.
